Functions of NSDA include the below:
Operationalise and implement National Skills Qualification Framework (NSQF)
Establish and operationalise a QA framework embedded in NSQF to improve consistency of outcomes in the skills landscape, which will include laying down a framework for training,
Assessment and certification processes and agencies in the country .
Operationalise National Skills Qualification Committee (NSQC) to meet its objectives
Design and implement the National Labour Market Information System
Develop national protocols for registration and accreditation of private training providers.
Promote use of ‘Skill India’ logo on skill certificates by SSCs/Agencies adhering to the QA framework.
Anchor Prime Minister’s Skill Development Fellow Programme
National Skill Research Division would also be set up under the NSDA to serve as the apex division for providing technical and research support to the National Skill Development Mission.
Scope of Work/engagement:
Consultants will be expected to work in the following areas:
a. Implementation of National Skills Qualifications Framework (NSQF): National Skills Qualifications Framework (NSQF), a quality assurance framework which organizes qualifications according to a series of levels of knowledge, skills and aptitude. As part of implementation of NSQF workshops are being conducted across states and Ministries/Departments.
b. National Quality Assurance Framework (NQAF): A National Quality Assurance Framework is being developed at NSDA which brings quality regime in the TVET system in India. This framework would involve development of following manuals and its implementation in the skill eco-system in the country.
i. Registration of NSQF Qualifications Manual
ii. Accreditation of Training and Education Institutions Manual
iii. Accreditation of Assessment Bodies Manual
iv. NQAF Auditor’s Manual
v. Risk Assessment Framework Manual
vi. Quality Assurance of Industry Bodies Manual
vii. Quality Assurance for National and State Level Bodies Manual
c. Recognition of Prior Learning: As more people in India acquire skills through non-formal and informal learning channels than through formal education, there is need to recognize these experiential competencies through Recognition of Prior Learning. NSDA is working on developing National Policy on RPL.
d. Labour Market Information System: NSDA is working on development of National Labour Market Information System (LMIS). LMIS will serve as an aggregator platform with database on skill development schemes of different Ministries, State Governments, National Skill Development Corporation (NSDC), Sector Skill Councils (SSCs), Training Providers/Agencies, Assessment Agencies, Industry Bodies Placement Agencies etc.
e. National Skills Research Division: A National Skills Research Division (NSRD) is being constituted within NSDA. This body will have close involvement of private sector subject experts and will be the strategy think tank for MSDE. It will also keep a close watch on developments taking place internationally in these areas and align our policy response to enable engagement with various stakeholders in the skilling ecosystem and ensure that skill sets of our people are also aligned with international requirements/benchmark, ensuring their global mobility.
f. International Cooperation: There are ongoing technical assistance collaborations with EU and ADB on capacity building and implementation of NSQF across states.
NSDA is also working with CNCP, France for development of National qualifications register.
4. Essential Qualifications and Experience
Professionals having Master’s degree or Bachelors Degree in relevant subject and minimum post qualification experience of three years in the requisite field.
5. Fee/ Honorarium
Selected consultants will be paid fee/Honorarium ranging from Rs.35,000/- to Rs.55,000/- depending on educational qualification and experience, plus Rs. 1,500 p.m./ as local conveyance.
6. Local Conveyance & TA/DA
The selected consultants will be entitled to mode and class of travel, hotel accommodation while on tour etc as applicable to officers of central government officers drawing grade pay of 6600/-. The selected consultants shall not be entitled for any other allowances such as dearness allowance, residential telephone, transport facility, residential accommodation, personal staff, CGHS, medical reimbursement etc. No TA/DA shall be admissible for joining the assignment or on its completion.
The initial term of engagement shall be for maximum one year and subsequent extension(s), if any, shall be considered on case to case basis depending upon the requirement, work performance and quality output of the consultant(s).
Each consultant engaged on contract shall be granted 8 days casual leave in a calendar year. If he/she works for less than a year, leave eligibility up to 8 days or less will be worked out on pro rata basis in that year. No other kind of leave shall be granted to them.
